Cannot install for Win8.1 project on VS2015

I have a newly created Universal Windows 8.1 Hub app on VS2015 Pro (RTM). When trying to install Microsoft.Owin from Nuget package manager I get:

Running HTTP servers inside of Win8.1 universal apps is not supported. Those are primarily client apps.
