Can we use middle ware components at IIS server (not site) level?

This is related to another post. I'm trying to use a middle ware component along with IIS ARR. When configured at the site level, both routing and the omc work fine (I can verify that the omc was triggered prior to the routing). However, I need to now figure out if I can use middle ware components at the server level - my existing deployment has ARR rules configured at the server level, and that can't be changed. Of course, I have the alternative of implementing IHttpModules to achieve this, but would have preferred to use OMCs.

By configuring ARR at the server level, doesn't that just mean that it uses the same configuration for all sites? Most other IIS/Asp.Net configuration is hierarchical like that.

Katana/OWIN configuration is strictly per site.

Managed to make this work. The component Startup was being triggered. But I had forgotten to add the setting:

<modules runAllManagedModulesForAllRequests=“true” />.
